According to SIA, this year's list focused on companies' ability to develop "engaged" internal employees, as opposed to "satisfied" employees. SIA's ranking consisted of a combination of metrics reflecting human resources practices and employee satisfaction.  The human resources survey focused on benefits, retention, flexibility and time, and training.  The employee survey focused on qualities like meaningful work, development, teamwork, trust and fairness.
